Floyd went only in this route when he was about to fight Pac and that was on his 41 fights. Do we need to question his other 40 fights because he didn't go through this route?

Never but the random testing (Floyd 2 months OST) you talking about was a poor man version of the real OLYMPIC TESTING. If the real Olympic testing (all year round, anytime, any day) can't catch those Hederia and Conte Olympic athletes clients what else Floyd poor man version can do?

I already responded to him, my reply was PAC wasn't the one to enforce ost on him and his opponent. He only now agreed to go thru with it to get the Floyd fight signed. He is not fighting Floyd so why should he enforce ost for his next fights and any of his up coming fights???
