Because it's a high risk/semi-low reward fight. Negotiating several opponents is common if nothing else, then to put pressure on the opponent they REALLY want. I cannot say if that's the case here, but it could be in order to make Charr (or someone else) lower their financial demands. In any case we will see. Bear in mind that Pulev is not known among the British sports fans so it's not a given that such a high risk fight sells any better than a fight agains Steve Streetsweeper.
And the easiest perhaps?
No doubt that Haye would be Pulevs toughest fight to date, but I'd also say that Pulev would be Haye's best win at HW.
What's most likely going on is Haye prospecting opponents, finding the cheapest vs highest ranked solution and going with it.
Pulev is a good prospect, but Haye is too quick and strong for him.
