From what I'm reading, he's saying he isn't taking ultimatums of someone who hasn't even been on PPV.

Why did Canelo get a title shot without fighting any ranked fighters in the division to get it? Guerrero is not getting the Mayweather fight on Berto alone. His career body of work has a lot to do with it and Berto was a top ranked welterweight .So was the other welterweight the Ghost beat. So the bigger question is why wouldn't it get Guerrero a title shot?

Title shots are not based or sanctioned by "ring rankings" so your point is irrelevant. Both fighters were ranked whether you accept it or not.
