      It's to do with the fact both of them were expecting to lose so in effect it's a big win they put them near the top of the division.

          Who knows but because The Ghost beat Berto in his last fight, didn't he become the mandatory for Floyd's WBC welterweight title?

          Surely that's the reason?

          I mean who else really is there to fight at 147 that's available?

              Guerrero was already Floyd's WBC mandatory opponent before he fought Berto. Guerrero beating Berto was just frosting on the cake. He already had the Maweather fight in the bag because he was the WBC regular welterweight champ and Floyd was the WBC superchamp at welterweight. Floyd loves to win the WBC titles for some reason. That is why Floyd fought Ortiz earlier. There is nothing special about beating Berto that gets a fighter a shot at Floyd. It's that WBC belt that Floyd loves.
