Pacquaio an ATG WW.....really?

I went over Pacquiao's record and he only fought at welterweight 8 times with 2 losses so he won't go down in history as an all time great welterweight. I think most fans and experts consider him an all time great fighter going by his whole career.

pacquiao is a certifiable ATG. there is no argument against it. he's one of the 100 best fighters of all time.
