You're absolutely correct. Now tell me, why did Floyd retire instead of fighting Cotto, Margarito, Mosley, Williams etc. in 2008? Those would've been career defining/ top quality fights.

In 2008, Mosley was coming off a loss to Cotto. In 2010 (when Floyd fought him), he was coming off a knockout win vs. Margarito.
In 2008, Williams lost to Quintana at welterweight. After avenging that loss later that year, he would never fight at welterweight again.
