Best fighters that never won a championship?

In a boxing world of devalued alphabet straps can you honestly say one is better than another.

It's a legit sanctioning body and unlike the WBA they don't have 3 champs per division or the WBC with their "silver" and "diamond" titles.

Those belts pretty much distance themselves from the others in terms of validity. I'd recognise his IBA victory though if the opponent was credible.

The man beat 2 top 10 ATGs (I've been told) and probably beats anyone in the top 10 at any weight.

Fortunately he won the prestigious California state title which some might say is better than any of today's linear titles.

But Booker is out of the discussion considering he only beat 2 fighters worth anything. Of course, Lloyd Marshall doesn't exist on Boxrec (I've been told)

And he lost to too many "local guys" like Fritzie Zivic and Cocoa Kid to be in this dicussion.

sam langford, he started at lightweight and finished at heavyweight which in todays era would be 9 weight divisions. when you consider jones was the first fighter in over 100 years to go from middleweight to heavyweight then what langford did was incredible.
