Here, it's easy. Pac didn't wanna fight above 147 ever again after Marg. Nothing personal against Cotto, same rules for everyone. That's his 7th division, it's a world record anyway. They told Cotto he can have the fight if he wants it at 147, not a catchweight. Kinda like Ward Dawson, except for the 7th division part.

150 is not an advantage to Pac, we know he doesn't like it there at all. Remember him saying, never again this heavy?

Cotto on the other hand just requested to defend his own 154 belt at 150 last year, with a 160 rehydration clause. Ever heard of a champ asking to defend at a CW? I'm curious for real, has there ever been another champ pulling such a chicken **** move? How about against a non top 20 ranked one eyed wreck?

a fight at 154 would be fair for cotto but wouldn't be fair for pacquiao given that he's small welterweight. fairness should apply to all parties involved. it isn't "fair" if it benefits one party and disadvantages the other.

147 fight would be unfair for cotto just as a 154 fight would unfair for pacquiao. a catchweight doesn't sound good, but in certain situations, it is the most "fair" approach.
