Can it? Gimme some examples, lets get the context down. Usually they'll have the "loser" fight for the belt next or something.

That wasn't even on my radar, don't need to argue for or against. But since you ask, he was out of the rankings completely due to the layoff. JMM didn't do that much for him p4p since he was coming up 2 weights, only had 2 fights at 135 and struggled with opponents' physicality there. FMJ didn't make the cw either. Mosley was a very solid win, but as we soon found out, not that great. Despite all that, Floyd may have reclaimed the #1 spot if Pac hadn't gone on a tremendous run around that time.

after the first hopkins-dawson fight when dawson was declared the winner..the wbc kept hopkins as champion

Pac Cotto happened after FMJ JMM. Right before that you had the spectacular KO of Hatton. Please recall the timeline before complaining about this.
