its a valid argument...and it can be applied to lots of sports in America, especially soccer...
i think its very true that the NBA and NFL currently attract the highest caliber athletes in the states...and thats because of money..but to point to it as the SOLE reason for the decline of the American Heavyweight is a stretch...

Boxing was nearly nonexistent in the USSR from 1922 until years after WW II. It only really got started in the 1970s. The US had a century earlier start in the sport.
But the rest of the world has been catching up.
