What should the P4P Rankings look like

if theres no outstanding fighter currently operating why is there such a "need" for one. It used to be a special catagory now its an every year tag thats thrown on someone. Mayweathers in jail defending his butt and crying like a girl and Pacman has decided to train under the guiding light of god and the rest are waiting around for Arum to make them a pay day. When theres no great fighters on the scene its ok, its happened plenty of times.
I thought the second ring girl in the Bradley/Pacman fight was outstanding!!!
