In the last few days, World Boxing Council President Jose Sulaiman announced that his organization will not consent to a heavyweight fight between David Haye (25-2, 23 KOs) and WBC heavyweight champion Vitali Klitschko (44-2, 40 KOs) - because Haye is not ranked in the top fifteen within the organization's ratings bracket.

Here Vitali goes again bringing up Haye. When Haye told Vitali and his team that he agreed to all their demands at the press conference they didn't deny it Boente started stirring things up with Chisora to get off the subject. Put up or shut Vitali.

Well does that mean if Haye "un-retires", he'd get ranked?

probably at #1 so Jose can get his percentage; along with a "fine" (bribe) for the Chisora press brawl

It's clear as day that klitschko's promoter offered haye the fight thinking he would say no haye accepted the offer then he withdrew it claiming reasons that RTL withdrew the money they offered so haye couldn't have the guarantee that was granted in the first contract haye then had a meeting with RTL and they stated that the money never changed from the time of the last contract offer so we know who it is to blame haye acknowledges hes not getting 50-50 and has done many times and has accepted the klitschkos rematch conditions etc it's the promoter who doesn't want it both fighters do the promoter doesn't.
