Why isn't Jessie Vargas in the May 5th undercard?

I was expecting an answer to the question. That's all. I was curious as to why Vargas wouldn't be in Mayweather's undercard as it would make business sense. Nothing more nothing less. If you look at my other posts, you will know that I am considered a "*****". I'm not accusing Floyd of anything. Let's just get that out of the way. I don't know how asking why Jessie Vargas being in the May 5th undercard is accusing Floyd of anything. I don't get it.

yeah Vargas aint nothing special so if he's not on the card than I wouldn't care. But hopefully he develops because clearly he's got the right management and promotional tools behind him...
