Of course they can ban him. Why does he need a license to be banned by an organization that has nothing to do with licensing? The WBC obviously knows Haye is in the running so they could take some preventative measures to punish him just in case he comes back. They just gotta say, "The WBC hereby bans Haye for two years." Done. Easy as that.
