I remember reading about JC Chavez having a thicker than average skull, not sure if that's true or not.
George Chuvalo said he used to do a lot of neck and jaw strengthening exercises, and I think that probably plays a part as well.

Probably to some degree genetics, and to some degree neck strength in order to minimize whip lash and neck cramping from the head being snapped back.
