Boxers, even great ones, can be afraid of other boxers. Not in the sense that they are afraid of getting hurt, but in the sense that they don't want to risk the loss on their records.
Guys duck certain fighters because of their styles. For example, Joe Frasier was great, but he always managed to avoid big punchers (Lyle, Shavers, etc.).
Arum is clearly afraid to match Manny with Floyd because he believes, in his heart, that Floyd would win. In fact, I think Arum truly believes Bradley would beat Manny.
One things for certain, Arum wants to match Manny with fighters under contract with Top Rank. That way, when Manny loses or retires, Arum will still have the victor under contract. Face it, all fighter eventually lose or retire undefeated.

Finally, all lower weight fighters are obviously afraid to move up too high in weight. For instance, Floyd is clearly afraid to fight heavyweights because he knows he would get beat. There's no shame in that. That's why they have weight classes.
