Floyd-Cotto at 154 is still legit, a B+ fight. Cotto is still one of the top 154 lb fighters in the world and is pretty much the exact same guy he was in 09', only at a solid 153-154, not 145.
Clottey hadn't even won a fight in 2 years going into his fight with Manny. Yes, he fought hard against Cotto, but how can you justify a fight against a guy that hasn't won in 2 years??? Clottey was a D+/C- fight. Margarito was coming off a brutal KO loss to Shane Mosley when Pac opted to fight him. Margarito at 150 lb CW was a C- fight. And Mosley was after he got dominated by Floyd and fought a draw with Sergio Mora. Mosley was a C-/C pick for Pacquiao. And even Marquez at 144, where he'd been dominated at, was a C+ pick. After seeing how well Marquez performed against Manny, I'd probably rate it a B- choice, probably in the end on par with Floyd choosing Alvarez.
But, Manny's options of Clottey, Margarito, and Mosley are way worse than Floyd picking to Cotto or Alvarez at 154 next. Yes, Canelo is still a C+/B- at the highest choice. But, it's better than those 3. At least Canelo is young and up-and coming. At least Cotto is past his prime-still good, and has looked good at 154.
If Floyd picks Cotto at 154, he gets his due for that, same way Manny got his for beating Ricky Hatton. Yes, Pac gets more credit for beating Cotto first, same way Floyd gets more for beating Hatton first, but Floyd still gets his due if he beat a past prime-still good Cotto at 154. Same way Manny got his for beating a past prime-still good Hatton in 2009.
