because not every fighter can make their body move up and down weight classes. half of the fighters on the ring magazine's p4p list are one division world titleholders. martinez at 37 years old is a relatively small middleweight, him going up and trying to step on the scales at 165+ would probably take away his ability to fight good while facing top guys at 168 who rehydrate probably another 5-15 lbs.
yeah, i'm not saying i want to see the fight happen, i'm just saying martinez is capable of doing it. those two are p4p the best in the world and obviously bring in the biggest payday a fighter can get, i'm pretty sure if any fighter can find a way to make them be seen as possible opponents, they'd try and do that.
