How is there no negotiations if Floyd clearly said on twitter and his news site fhype.com, "Sign the contract"?

the best thing for pacquiao would be to leave his daddy arum and to sign with mayweather promotions..that way he'll get to fight mayweather and he won't need to give 30% to arum..after he gets his ass whooped by money may he can fight jmm again..and if he's lucky he might get a gift decision for the 3rd time.
