i think ppl tend to put western ideas of gangsterism on japanese organized crime. it is very different. the reason the japanese government take such a hard stance against the yamaguchi-gumi is because how powerful they are and how excessive they permeate japanese society. i mean in america, we all kno the businesses that tend to be controlled by the mafia. in japane, these clans are soooo old, they have roots everywhere, they have high ranking members throughout the business world, the government, etc. they are no joke. the japanese government has no choice but to combat them with such hardline actions.

Periodically Japanese police implement campaigns against yakuza interests. It's mostly show. The police can work with the yakuza who, though they have deep resources, are simply yet another extremist right-wing organization with a small measure of acceptance in society. The police hate INDIVIDUAL criminals/*********s with whom they have no deals in place because this means they are facing the UNKNOWN. The yakuza help keep these miscreants in line. And the police allow organized crime to go about their business so long as "ordinary" civilians are not unduly harmed. Every once in a while however, a street-level greenhorn shoots/beats up an innocent bystander which causes a public backlash to which the police respond with raids on yakuza offices nation wide to confiscate a few guns, narcotics, etc.
