Why isn't Mayweather making noise, pushing the issue with the Nevada State Athletic commission, on mandatory implementation of Random Blood/Urine Testing during all Boxing contests performed in that State. Paid for by the revenues generated from that Card.

Fights like Pacquiao-Marquez 3 would have no choice but to undergo Random Testing or move their fight to another state, where there is no Random Testing (i.e. Texas). Which would make Pacquiao look even worse, since he said that he will listen to the Commissions, not Floyd.
