The commission already agreed to Floyd's stance on random blood testing. The only problem is the commission doesn't have enough funding to enforce these standards for ALL fighters.
That's why it cracks me up when I hear Ariza say "Well the commission never said"... No, stop right there. The commission is for the testing, they just don't have the funding. Big difference.

The promoters job is to set up and pay for everything involved in a boxing match and making sure all legal requirements are met as required by the commission.
The commission would not pay for the testing the promoter would.
