they are going to do contractual testing, why would WADA need to agree to anything? if you wanna buy a candy bar does the shopkeeper need to agree before you buy it? they are going to sign it and that's it.
and what's the problem if they don't have a lab? they are going to use an accredited lab elsewhere. for example the slovenia commission is sending samples to a lab in switzerland.
the lab doesn't know whose samples are being tested.

WADA does contractual testing for pro sports? Since when?

For example, Sauerland fighters are tested under GNADA. But that is administered by GNADA...not WADA.

I see people saying that WADA will/can administer. I have read several quotes from WADA, but none where they are agreeing. All of their quotes were redirecting to USADA.
