His punishment came at the end of his career, he never should of fought Frazier the third time, Holmes, Berbick or Shavers. He probably is the way he is now of 2 or 3 fights not his whole career.
First of all, before the US government banned him from boxing for 3.5 years, he was indeed super fast, and virtually impossible to hit. Prime Ali was unmatched.
After he came back from forced retirement, he was easier to hit. But, he also kept on fighting for a very long time.
