Mayweather's style emphasizes accuracy, Pac's emphasizes creating openings and exploiting them. Both are incredibly accurate but Pac does "waste" more punches but like you said, they're wasted only to compubox as they are set-ups for his power punches. I believe his power punch connect rate is even higher than Mayweather's but I'd have to confirm that.
Pacquiao is clearly a more accurate puncher. Why people go off of connect percentage is beyond me, because while numbers are somewhat of good indicator, they aren't the end all be all when it comes to accuracy.

Ask yourself this; Dwight Howard's field goal percentage is always better than Kobe's, so does that make Howard a better shooter? There were times when guys like Chad Pennington's completion percentage where higher than Peyton Manning and Tom Brady, so does that mean Chad is a more accurate passer.
The answer to both is clearly no, because when it comes to making a difficult shot, or putting the ball in a spot where most can't, then that's really when we know who is better than who.
Floyd is similar to a qb that goes out a throws a punch of screens and slants and has a high percentage due to him being more economical. Manny is like Brett Favre, in the sense that he tries to force things and try to land things most wouldn't even attempt.
If fighter A is waiting for a guy to miss and land when the window (counter opportunity) is huge, then of course he will have a high percentage. If fighter B is punching threw a fighters guard (first few land on arms etc, then next on opponent once he breaks threw) then of course his connect percentage might not be lower.
The reason Manny is a more accurate puncher than me, because is ability to land punches right on the money, as well as land when the window is small is unbelievable and clearly better than Floyd's. There will be times where fighters would be in perfect defense stances with their guards up and if there is a small crack, Manny lands right on the money. I never see Floyd do that, rather, most of his punches are when his opponents are wide open and easy to be landed on.
Pacquiao does land his punches right on the button. Perfectly place, while Mayweather punches are much more in the general area.

They will have to face each other before facing Martinez. This is common sense as both are considered ATG's and are clearly the #1 and #2 fighters of this era.
Martinez isn't even a HOF fighter and the only reason he has any type of chance against either is due to his size. Dude has to wait in line and hope he doesn't get knocked off by one of those goat farmers he's starting to face.

How many fights did you watch to make this statement? I'm curious. I also like how everybody is ignoring Mayweather's jab connections as if they don't mean anything. I saw him fold Corrales and Hatton with crisp jabs to the body. Those are effective blows that kill a fighters stamina. Just listen to George Foreman during the Corrales fight when he explains how meaningful Floyd's jab to the stomach is.
