Bob Arum has bribed WADA. You know he has a history of bribing, yea I might as well throw his criminal record in *******s face since all they talk about is Mayweathers.

I have no doubt that if WADA does OST, that Pacquiao will walk into the ring roided up to the gills that night.

USADA DOESN'T DO DRUG TESTING EITHER..
No problems mate. It's Floyd's and Pac's call really. USADA and WADA do not have jurisdiction in this but NSAC does.

This whole OST thing came about because Floyd requested it. If he says phuck it and let's just do the NSAC tests then this fight would have been done with already.

this has been said many times:
nsac tests are not comprehensive enough. they do not have the money and manpower to do random OST.
oh and why is this 7 pages long? some people are trying real hard not to see the facts.

          I know that.

What I am trying to say is that, the decision really lies with Floyd and Pac. It doesn't have to be USADA. If Floyd allows other outfit to do the collecting of samples and then have these samples tested in the WADA accredited labs this fight can be made.

All the USDA does is collect the samples. The analysis of these samples are done by labs which are WADA accredited. The USADA doesn't have their own labs.

The competition-testing, yes. And during his training in the US. But I highly doubt that they'd do it during his training camp in the Philippines. Let's say Usain Bolt trains on Jamaica and only competes one time in 6 months, in Beijing, are you telling me that the anti-doping organization in China will handle all his testing during those 6 months?

If this is true, WADA would be rendered useless. Because they obviously wouldn't trust all their NABO's. Or, they're the least effective organization in the entire world.

                    This quote?:

"National Anti-Doping Organizations (NADOs) are responsible for testing national athletes in- and out-of-competition, as well as athletes from other countries competing within that nation’s borders"

It doesn't actually say that they handle out-of-competition testing for athletes from other countries when they train in their native country, but are competing abroad next. It doesn't say that they handle out-of-competition testing when they train in their native country.

                    Have I missed any quote?

                      Found this:
USADA works with many other Anti-Doping Organizations (ADOs) from around the world to coordinate testing of U.S. athletes who are living and training abroad. If you are selected for testing under USADA’s program, and the attempt is made outside of the U.S., you will be provided with a Letter of Authority that will confirm your selection for testing under the USADA program.
In addition to USADA, U.S. athletes are subject to doping control by:

ä The ADO of the country or region in which you are living, training, and/or competing

                      ä WADA

ä The IF governing your sport, or a testing agency appointed by your IF

ä Major Games Organizations, such as the Olympic Games, all continental
                      championships, etc
                      From USADA's Athlete's Handbook: http://www.usantidoping.org/files/ac...e-handbook.pdf

So, I guess the only logical way was correct after all.
