So let me get this straight, Manny needs no cutoff date and he is not afraid of needles as long as Top Rank finds the agency to do the tests. But if the tests are done by the USADA he needs a cutoff date and he's scared of needles?

Nope, it just means simply that Manny is willing to COMPROMISE just to get the fight to happen just as long as a neutral organization like the WADA(World Anti Doping Agency) is gonna do it.. This is even better for Floyd, if Floyd really wants everything to be FAIR...

The USADA is funded by U.S. federal grant. arum wants a neutral organization meaning international (not belonging to the U.S). USADA are responsible for implementation of, the World Anti-Doping Code in the U.S, yes. But arum wants an international organization so possibly he wants WADA (whom are led by by the International Olympic Committee [IOC]) themselves to oversee everything involving testing.

it's arum reason for not wanting to use usada which he believes is not neutral. although usada is responsible for implementing wada code he feels that's not fair considering usada is based and operates in the U.S. best guess is he wants wada themselves to oversee everything involving testing like they do for the olympics.

The world is a pretty big place, doofus. WADA doesn't go door. That's why they sectioned off organizations to different countries. So working with USADA is working with WADA. Get it?
