Is Paul Williams a HOF at this stage?

P-Dubb is a 2 time WW champion and he owns victories over Wright (his best W imo), Plasterito, and Martinez (albeit a controversial W). It's too bad that all the top WW didn't want to fight him back in the day. With that said, do you consider P-Dubb IBHOF material right now?

I would have loved to see Paul fight Mayweather, Mosley, and Cotto at WW. It's too bad that none of those fights happened.
