Actually, it is the same situation concerning a drunk driver a Pacquiao.

In one scenario, its about a guy who is dangerous because he is altered by a substance and knows that if he asks for a different time for the test, the authorities won't detect in his system. If the authorities miss the fact that he is in an altered state, someone could get hurt.
