Its true that this could be a common occurance in all the fights that dont have OST, but the truth of the matter is THIS fight needs OST due to the way Manny reacted to the idea of the testing, he acted as though he has something to hide (I hope he doesn't, I am a fan of him).

People are always blaming Floyd for proposing the idea saying "it damaged his reputation", yet he still gets sponsorship, and the only thing that raises peoples eyebrows about him and taking PED's is the way he reacted to the idea of having it, it made people su****ious.

Just because a fight doesn't have OST doesn't mean we wont watch it, if Manny vs Floyd happened without it we would watch but at the end of the day I can clearly see were Mayweathers coming from, he wanted to ensure that both fighters were clean, Manny didn't... now Floyd is saying he aint fighting without full testing because the way Pacquiao reacted just made him more su****ious.
