The problem is Paul Williams was #2 when Margarito beat Cotto.
So some people say that fight wasn't for the Lineage.
But, when they fought, Williams had a fight signed at 154 and never returned to WW.
So Cotto Vs Margarito were the best fighters at WW at the time eve though Williams offically was ranked #2 when they fought.
So it's a hard one with split opinions on the matter.Comment

It doesn't matter who was #2 when they fought, Cotto was the Lineal champion and lost that to Margarito. #2 doesn't matter that fight wasn't for the ring belt.The problem is Paul Williams was #2 when Margarito beat Cotto.

Cotto wasn't, and never has been the Lineal Champion.
Cotto and Margarito fought for the Lineage (according to some) because they were the 2 best fighters in the division.
Cotto was ranked #1 when he fought Margarito but has never, ever been a Lineal Champion.Comment

No because when Margarito Mosley was made, the fight wasn't viewed as a lineal title shot going in because Cotto beat Mosley.
And Paul Williams was still in the division in 08 when Cotto Margarito happened. The fight was in July and Williams had just blasted Quintana in June.

Some viewed it as a Lineal title shot for Mosley because some viewed Margarito-Cotto for the Lineage so the fact Mosley lost to Cotto didn't matter.Comment

Margarito Cotto wasn't for the title. How could it be when the guy who had beat Margarito just had an impressive one round KO a month earlier? Paul Williams was the #2 guy in that division when Cotto was number 1. Margarito was 3.
There's really no speculation here imo. You don't get to fight in a lineal title fight when the guy sitting ahead of you already beat you. Same goes for Shane Mosley when he beat Margarito.
edit: And Paul Williams only went to a higher weight class for a tune up vs Andy Kolle. It was just a tune up. He still had every intention of fighting Margarito or even Shane Mosley.

The fact is, though, is that Margarito and Cotto were the best fighters in the division as Williams was set to leave the division regardless to if his intention was to return. He left, and never came back.
This is why there are people who make the claim.
