it isn't as simple as that, none of them landed as consistently as JMM will ..

In the first fight there was some instances where Pacquiao almost went down

4 years later JMM almost knocked Pacquiao down again

this time if JMM doesn't slow down too much it will be the same case

I'm not saying Pacquiao hasn't improved but it isn't so much as JMMs power as it is his accuracy

edit: Pacquiao at this point is the media hype fighter- just like roy and tyson. I know he has the heart and skill to be the best, but he's not fighting the best fights. The fights that make you legendary.(Martinez, Floyd and Ortiz type fights)

Its not the power, its the timing and placing that with stun Pac. Always been the case and will be this November. JMM catches Pac while he's moving, adding Pac's momentum to the power of the punch. Even Pauly could hold his arm out and someone running fast enough can knock themselves out on it.
