"Well, you know, looking at Manny Pacquiao, Golden Boy has at least one fighter who, down the road, could factor into a fight with Manny Pacquiao, and that's Victor Ortiz. The statement of settlement frees that up and enables that to happen, with all other things being equal."

The second negotiation, the one that happened over the phone without any meetings/talks/discussions/mediation, or with any of the parties involved even being present, and under categoric denial by 4 people who would be ABSOLUTELY CRITICAL to that fight taking place.
The assumption that I came to is that Manny will not fight Mayweather without "help".
Personally I think that Arum will attempt to bury Mayweathers OST request during the negotiation by using the " lawsuit " as leverage..... I will drop the "lawsuit", if you will forget about the silly random blood tests, and issue a public apology like GBP did.
Just a guess, who knows what they are up to?

Why are people acting as if Mayweather is with GBP. There were reports, I'm assuming wrong, that King would be talking for Floyd. Haymon and Todd Dubeoff usually talk about the fight.

The term "negotiation" gets thrown around loosely and I think Arum has a lot to do with that. Sticking to the facts (as we know it) about this second negotiation, Arum reached out to Greenburg who reached out to someone from Mayweather's camp. They never responded. No one else was reached out to. Maybe Floyd wasn't interested in fighting. Maybe Team Pacquiao's never-ending request for a cut-off date killed any talks before it could start. Whatever the case, that was the end of the "negotiation." The end result is that Mayweather is making boring home videos and Pacquiao is fleecing the public.
