Different fighters. Cotto's problem wasn't about not hurting Margarito. It was about the fact that his defense has holes in it and he does tie up fighters. He gets tired moving and from taking the shots. Mayweather is willing to tie up his opponent and doesn't tire. He also wouldn't get hit as much.

He's also faster and would hit Margarito just as often. Over the course of the fight, he'd hit him more than Cotto did. It would be an ugly fight for Margarito.
