The fighters you listed (Cotto, Clottey, Margarito, Mosley) are still the top welterweights with recognizable names and proven skillsets that actually wanted to fight Manny. All these fighters with the exception of Clottey have established fanbases that will buy their fights too. Cotto was favored by a lot of people to beat Manny, Clottey is a tough fighter that could have hurt Manny if not for his covering up, Margarito is an iron-chinned fighter with relentless pressure, and Mosley is a legend of the past decade and still a big threatening boxer-puncher compared to Manny.
Berto is undefeated but unproven and has no real fanbase; nobody knows how good he is because he hasn't fought anybody. Bradley didn't look great at 147 and still has unfinished business at his own weight class, and anyway Arum has already expressed interest in a Bradley-Pacquiao match down the line. It's dumb to bring up Mayweather as an opponent until he expresses real willingness to fight Pacquiao.
Pacquiao is still the pound-for-pound best fighter in the world based on activity, talent, performance, and level of opposition.
