Let me put it the most simplest terms.
@ 118 Montiel trained to be at his maximum potential for the weight. He is peaked out for his weight as much as he can squeeze out of it.
@ 118 Donare similarly has trained to be at his maximum potential that he can squeeze out for being 118.
Donaire trained to be his best at 118 like montiel and even if he wanted to be as strong as he would be at 122 or 126 he is limited to his potential at 118 and cannot be at his 122 potential or a 126 potential because he is regulated by the weight regardless of being the bigger man he was same size against montiel at the sactioned weight.
