in laymans terms, just cause you didn't know something was gonna happen doesn't mean that ***** was random.
for the wifebeater/mosley fight, the testing was not "random". True, wifebeater and mosley didn't have foreknowledge, but the blood testing was prearranged. "how so?" you may ask... simple, the USDA prearranged the cut off date for bloodtesting mosley at 18 days and 19 for wifebeater. the USDA prearranged the times when they were gonna come bloodtest wifebeater and mosley. that doesn't sound "random" to me.
"But wifebeater and mosley didn't know when they were gonna be bloodtested?" you ask? true, but once again lack of foreknowledge is not the same thing as lack of prearrangement.
now how does this apply to a 7 day cut off for pac/trollweather if the fight ever comes off?
it's simple. pac and maytroller will not have foreknowledge of any impending pre-arranged bloodtesting through out their entire training camp up until 7 days before the fight. They will know that there won't be any bloodtesting in the 7 days before the fight, but they will not know when any impending pre-arranged urine testing will occur during that time.
"but what if pac or wifebeater take PEDs within those 7 days" you ask? I will answer that question with a few questions: How many PEDS can pac or wifebeater take that will actually be effective within a 7 day window in time to help them in the fight (give me a list)? And of those PEDs that you give, how many of them can thwart the urine-testing in those 7 days and immediately after the fight? how many of those PEDs can thwart a blood-test given immediately after the fight? Given that 7 days prior to the fight when the training camp has already winded down and the boxers are in heavy promotion is taking PEDs in those 7 days even going to help?
Now, if you can answer all those questions, I will be able to answer the question "but what if pac or wifebeater take PEDs within those 7 days".
Therefore, I re-assert my position that a 7 day cut off is superior to an 18 day cut off in that bloodtesting can be done up to 7 days before the fight rather than 18 days before the fight.

Who gives a **** about if the USDA cuts off at 24 days, 18 days, 12 days or whenever as long as
1. They are ALLOWED to test to the day of.
2. Neither Fighter has prior Knowledge.

That Neither fighter has any idea when the testing stops, if at all.
