Floyd even agreeing to a 14 day cutoff shows he's not serious about eradicating steroids nor does he care if Manny is clean or not. He should have stuck by full random. And vice versa, Pack should not negotiated and stood by his position that the NSAC should handle testing, not some crack baby.

What actually happened is that when negotiations fell through Floyd stated there would be no cut off date if they were to negotiate in the future. This is way before the Mosley fight actually took place. He made that pretty clear and I think some of that was frustration because Arum said there was never a 14 day offer witch was proven not to be true by the mediator that Arum himself selected.
