Are you a tard??? The whole point of random is not to test the athletes every single day, its the "FEAR" that today could be the day I get tested etc. This is why its so effective. Just like stealing out of A STORE. If the staff is laxed then you will steal, but if there is a police squad always in the store stationed there and everytime you enter the store someone is getting escorted out by the police, then you wont try it because you will be afraid of being caught.
The 18 days were after the fact... They didnt have a schedule on when they would be tested while preparing for the fight, another way to look at it is like this... That could have been manny with an 18 day window instead of the 14 day he rejected and then wanted after it was off the table., but he chose not to partake in the negotiations....
ITS THE DETERRENT THAT YOU CAN BE TESTED AT ANYTIME, AND YOU CANT REFUSE....This is why the testing is so effective....
