how did floyd turn down a fight with shane to fight marquez when floyd was in retirement and no one had really heard from him around that time?

No getting GBP to write up a contract and send it to Floyd. GBP approach Mayweather with two offer one from Marquez the other from Mosley. Mayweather chose Marquez, claiming Mosley was not a PPV attraction.
Floyd talked to GBP about his comeback and Mosley wanted to fight him, but Mayweather wanted to fight Marquez.

As Brian Kenny said, "Why are you fighting the lightweight champion of the world and why not the welterweight champion, Shane Mosley.

Pacquiao's negotiation with Mayweather are more than an official bid.

What was Floyd's excuse for not taking the Mosley fight in 2009?

He is not a PPV attraction.

Maybe Shane just needed to clock up 17 months of ring rust, you that type of ring rust that made Floyd want to take on a blown up super featherweight at 144lbs and still come in over the agreed limit.

Better question: what was Shane's excuse for not making the fight in 2006?
