Lets look and the list:

Baldomir, so slow makes Margarito look like Sugar Ray Leonard

Part time Oscar: Over the hill, one fight in the about previous 3 years and couldn't pull the trigger anymore.

Hatton, A mauler, a good quick lead left hook, wasn't allowed to maul.

Marquez: Jumped up 3 weights in a year by drinking his own urine and eating quail eggs: Looked flabby and was slow and sluggish in the ring.

Mosley: 38 years old, 17 months out of the ring and over trained by 5 months. Was tight, tense and as a result slow. Miguel was quicker than younger, fresher, more active Mosley a few years earlier.

Ortiz: Telegraphs wide punches, that you can see coming a mile off, not quicker than Cotto.


So yes, Cotto is the quickest since Judah.
