His loss to Kotelnik was very narrow and fairly controversial - it was widely regarded as a hometown decision. If he has enough skills to take someone with Kotelnik's defence and chin to the wire and to arguably beat him on points except on the official scorecards, as well as beating Ortiz, then he deserves his ranking, especially after Kotelnik's performance against Alexander. And he clearly beat Ortiz in that fight. After he was knocked-down, Ortiz tried to box and keep it on the outside, but couldn't keep Maidana off him, so those who say he only lost because he tried to mix it are wrong or at least are over-simplifying.
That said, Ortiz should certainly be ranked above the likes of Urango, IMO. I don't understand why he isn't in The Ring's top 10. But that will change when he beats Peterson.
