Roach shouldn't call anyone a cheater. Look at his position. He's trained several fighters who were caught doping and his most prized asset is so clean that he won't take a $30 million drug test. Well, he will take it but only with a cut-off point. Which renders the random aspect of the drug testing useless. The whole point of it is that you don't know when you will be tested. So a cut-off point renders the whole thing useless.

Margarito is a cheater too. His trainer can say what he wants but he is training a cheater. Roach is also a cheater. And Roach's fighter is a cheater. Whether he is on PED's or not (i'm convinced he is) he's still a cheater because he is cheating the fans by taking fights like this. And cheating history because he will say "I won 7 world championships" but it means nothing if you win them against people who were just KO'd at catchweights.

The current testing system in boxing would be laughed at by any other sport...even the dirtiest ones.
