With this said 18 day prior to a fight was a reasonable amount of time to stop testing.. USADA knows this..
What the USADA knows isn't what the fighter should know. Get it?

    Probably not.

Your argument has no merits.. USADA should be testing year round for doping.. Fighters should be testing even when no training.. If not then this procedure is pointless..

Maybe. But the USADA determines that. End of story. Besides, if Manny Pacquiao needs to know when he'll be tested inside eight weeks, can you imagine anything longer? Please. Let's just try to work with what we have here.

Is that still on the table?

I thought it was random all the way up to the cutoff date and then after that only urine testing until after the fight where it would be blood testing?

Not now, always. It's always been like that. USADA reserves the right. There are very few sports they test year round. How would you know when a fighter ain't juicin? Again, how about we try and get Congressman Liar to agree to terms inside a couple months first? Cuz if he is still bull****ting when it comes to that, he'll def be MIA for anything longer.

                Lets work with these facts.
                1. No merit of Pac even doping to this day
                2. No merit of Floyd showing interest in a fight once testing demands are made
                3. Floyd admits on camera he isnt thinking about boxing
                4. Floyd admits on camera he will be taking a lay off
                5. Floyd denys negotiations were being made when every boxing site and ESPN were talking about these negotitions

Explain to me these facts which adding up to
Floyd JUST NOT BEING INTERESTED IN PACQUIAO.

Floyd doesn't always tell the truth. And when it comes to testing, Manny lies a lot. End of story.
