This has been explained a million times. They stopped testing 18 days out (if that's the correct number of days) but reserved the right to continue testing at any time, and did not notify Floyd and Mosley that the testing would not continue. As far as Mosley and Floyd were concerned, they could still be tested at any time. That's a very different situation from contractually agreeing that you will not be tested in a certain timeframe, so you're 100% certain you will not be tested.
