Based on precedent. No heavyweight has ever got in who was not at some point regarded as THE heavyweight champion of the world. Byrd was never regarded as that. He was never ranked higher than #3 in any of the respected independent rankings such as The Ring's.

Well let's see, it's too early to tell at this point. But these legendary rankings are too subjective for my liking, they are obviously biased towards US fighters from back in the day for a couple of reasons 1) there were no Soviet fighters fighting back then because they weren't allowed to 2) the panel of people who vote are mostly American therefore some bias is involved.
