why didn't Arum say Manny agreed to no cutoff date before?

when he was asked about it point blank this is what he said

What about the drug testing issue?

I don’t want to get into specifics but I think that issue was resolved. Not as clear-cut as you may be saying it but I believe it was resolved.

    But they agreed?

That’s what it seemed to me from what I was hearing from Ross. Remember, I never spoke to Haymon or to Schaefer or anybody else but Ross.

    so what does the mean?

Cause he wanted an in house fight with Margarito and before that with Clottey to get more $$$ and not split anything with any other promoter. Milking Pacquiao before he loses to Mayweather..Smart promoter, but greedy

The 'gag order' that Arum and Co continued to 'break' while it was 'imposed'.

anyone with common sense knows there was no real gag order. Arum and Co weren't breaking anything.

All part of the smokescreen to use Floyd's name to sell a Cheato vs Mann fight to the clueless public.

Funny how in another article on here Roach and Co were trying to drain Cheato even further and they settled at 150.

I'm sure Manny and Roach will REALLY take RANDOM OST against Floyd.

It's hilarious and pathetic at the same time, but Manny's fans are dumb enough to buy it. So they keep on shovelling it.

"People have asked me does [the deadline] mean the Mayweather fight is dead," Arum said on a media conference call that began moments after the countdown clock on Top Rank's website struck zero. "Even though Mayweather hasn't responded by the deadline my answer is a simple one -- it's dead when we conclude a deal with an opponent for Manny to fight. ... And then we would look to do a fight with Floyd next year. In the interim, while this is going on, if Floyd suddenly emerged we would not be opposed to doing the fight. While these negotiations are going on [with Cotto and Margarito], if Floyd came to the table, that's the fight we want more than all others."

              Let it go, homie.

Floyd was taking time off. Flop Stank was negotiating with Floyd's name to promote Manny vs Cheato.

Floyd has plenty of options to fight: Martinez, P Will, Angulo, Berto, Alexander, Bradley, even Khan.

Sadly Manny will not fight any of them. Maybe an extra exciting Cotto rematch? JCC Jr? Cheato rematch? Maybe drag Trinidad out of retirement?
