That's pretty much the point I'm getting at with the blood testing. It is indeed random, but the belief of many is both Mayweather and Pacquiao will be blood testing right up until the day of the fight not realizing both will still be urine tested which is the other required procedure in Full Testing. Based on Tygart's testimony about why both Mayweather and Mosley's blood testing ended at 18 days, all he stated was "It was no longer necessary". It is random in the sense of WHEN exactly the tests will be conducted, but the cut off date doesn't necessarily mean each fighter KNOWS when the testing agents will show up, so essentially it's still a random test in the sense of the meaning "Random Testing". If both eventually sign to fight and we hear their blood testing ended say 20 days before the fight but urine tests still obviously continue, are we to assume that Pacquiao could indeed still be cheating? Or do we trust the OST model and ignore Pacquiao's original request of 14 days which at that point would be null and void anyway?
