Aren't you talking about the 80's and 90's version of foreman as opposed to the one that was beating up Frazier.
If thats the case you have:
1. Holyfield
2. Lewis
3. Tyson
4. Foreman
Now if your talking about each in their prime then of course Foreman is at the top.
