Do divisions get unfairly labeled "weak" if the top fighters are not American?

Those division suck because they lack depth so even if the top guy (or guys if you are talking heavy) is the greatest fighter ever it is hard for them to prove it since there is no one to test their skills against.
Heavy has 2 proven guys that are awesome but who else is really proven anything in that division other than Adamek and when a light heavy can do well at heavy that is pretty much a sign the division is soft.
Middle who is proven, Pirog is starting to really prove himself and Sturm is proven in some regard but I think he has proven to not be top shelf either. Martinez started at 147 is a proven solid fighter but to me he isn't a middleweight and Williams isn't either (both are proven solid fighters I just doubt them at middle against any kind of quality opposition).
It certainly hurts those division in the eyes of Americans but if each of those division had strong American fighters they would be deeper, but if they had proven strong fighters from around the world they would be deep also. They would get more recognition in America if there were good Americans there.
